Project Scope
The fourth option listed on the project technical information window outlines the project scope information. The project scope information is based on the Municipal Standard Chart of Accounts (mSCOA) as regulated through National Treasury. For more information regarding mSCOA refer to: MFMA: Municipal Regulations mSCOA.
When capturing or editing the project scope, always start with the responsible line function (H-1) and take note of the following:
- (H-1) Selections are made from the mSCOA list of options available for the responsible line function.
- (H-2) Selections are made from the mSCOA list of options available for project scope.
- (H-3) Selections are made from the mSCOA list of options available for the item; assets and liabilities.
- (H-4) Selections are made from the mSCOA list of options available for the cost segment.
- (H-5) The primary and/or secondary extent of the project is captured by entering an extent number, selecting the applicable unit type and capturing the cost of implementation per unit.
- (H-6) The location section refers to the mapping window as outlined in Section 2.
- If a project can be mapped spatially, the “Spatially Mapped” radio button should be selected.
- If a project does not contain a specific location, the “City Wide” or “Administrative HQ” radio button should be selected. “City Wide” indicates projects located throughout the city with no specific location and “Administrative HQ” indicates projects for administrative purposes.
- (H-7) To save the information captured, click save. To undo information, click undo. Once the information is saved a confirmation message will appear.
- (H-8) To navigate to the previous or next option listed on the project technical information window, click the forward or back arrow.
- (H-9) To close the window, click exit. If the window is closed, or when a user leaves the page without saving information, the following message will warn users to save or discard information captured.
To ensure that valid project scope information is captured, keep in mind the following:
- Project scope selections should be selected to the lowest level in order to ensure a valid data-string submission.
- The default scope selection for item, assets and liabilities (H-3) and the cost segment (H-4). The only variance will be on the 5th tier depending on the project type.
- To view a detailed description for each selection made, users can hover the mouse curser on a specific selection to view the definition as contained within mSCOA.
